    "content": "Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion on a very important sector in this country; the roads sector. We need to have this sector devolved. As you know, roads are better handled as close as possible near their point of control. I am surprised that, while the Constitution is very clear that some roads should be handled by the county governments, that seems not to be the case. The national Government still feels that it has work to do there. I thought that was the first function they should have devolved because that is where there are a lot of problems.
