    "content": "Thank you, Mr. Deputy Speaker, Sir. I think the honourable Senators have exhausted their contributions and that is why none of them was competing with me to catch your eye. What is important in this Motion is not just to transfer the funds to the counties. What is more effective is that the counties, especially the county representatives be responsible for this money to the people who elected them. The biggest problem now is that there is no county representative, a Member of Parliament or a Senator who has legitimate rights to direct and to enforce the law which gives KeRRA the power to use that money.
