    "content": "Mr. Temporary Speaker, Sir, thank you for giving me the opportunity to contribute to this Motion. This Motion is coming at the right time when we have devolution. If there is anything to be devolved then it is what is in this Motion. These are the people who are crucial in the devolution process. They are the ones who should be telling us what to do and what not to do. Mr. Temporary Speaker, Sir, we are talking about Kenya which has been independent for the last 50 years. The kinds of problems we are experiencing now were fewer before Independence. The rate of crime was lower before Independence.
