    "content": "Mr. Deputy Speaker, Sir, I would like to lay on the Table of this House the petition by the nurses and clinical officers for the devolution of the responsibility for personnel emoluments to county governments as requested by Sen. (Dr.) Khalwale on 24th July, 2013. Mr. Deputy Speaker, Sir, the Standing Committee on Health, Labour and Social Welfare was constituted on Thursday, 25th April, 2013 during the first session of the Eleventh Parliament pursuant to provisions of Standing Order No.117. The Committee executes its mandates in accordance with the provisions of Standing Order No. 206 and the Second Schedule from which it draws its mandate.
