In fact, the provision has been given by the TA that until December, 2013, emoluments will be coming from the national Treasury. After that, it is those counties that have put in place the capacity to manage payrolls that will be devolved the functions of managing the payrolls of their health staff. After evaluation, for those counties which will not have come up with that, the services and emoluments will be coming from the national Government. So, it will not be a one off situation."
