    "content": "However, rural roads are now a function of the county governments. So, when we speak, we know that, certainly, what KeRRA is doing is a function of the county governments. Ever since the formation of KeRRA, there has been some progress. We do not want to condemn what they have done. However, in the previous two to three years of its formation, they did not do much. I have noticed that in my county, this year, they seem to be doing something. On the other side, we have county governments which have the mandate but may not have the funds and capacity."
