    "content": "Mr. Temporary Deputy Speaker, Sir, if you went to our villages so far, you will find that in every village you go to, there is a lot of pressure for every primary school to be converted into a secondary school. That is the beginning; every primary school should have a secondary school. This is from the people in the villages. What does that imply? It means that the need for secondary education is there. It is the duty of the Government to provide these facilities. So, we will not get scared by the reasons being given; that the Government does not have money and lack of infrastructure. It is just the way we plan our things, because this is the same Government which believes that people cannot get education within a mud-walled classroom. This is the same Government that also believes that people cannot get education when they learn under a tent and that is why it wants to put up classrooms at a cost of Kshs1.5 million a classroom!"
