We had a meeting in Mombasa where we had Ministers and Assistant Ministers and we were told that for every happening in the Ministry, a Minister, an Assistant Minister and the Permanent Secretary have to be in the know on a weekly basis. So, the Assistant Minister knows exactly what the Permanent Secretary does. That is why I am requesting that these people should be responsible for what happened."
