    "content": "is proposing is not just incidental but direct; of course, the Constitution is very clear that if in the opinion of the Speaker or the National Assembly, a Motion makes provisions for a matter listed in the definition of a Money Bill, the Assembly may proceed only in accordance with the recommendation of the relevant Committee of the Assembly, after taking into account the views of the Cabinet Secretary for Finance. The relevant Committee in this case is the Budget and Appropriations Committee, in which hon. John Mbadi is a ranking Member. That Committee has presented its report and, therefore, the Committee of the whole House may not proceed, and will not proceed to consider the proposed amendment by hon. John Mbadi; that will not be in the consideration of the Committee of the whole House."
