    "content": " Well I do not want to stifle debate. The points that Members are raising are legitimate, in my view. Members have not known the text of the amendment before us because this is the Custom and Excise Act. So, they do not want to be caught unawares that they are moving something which will cause them problems later on. Can you tell them whether you are removing or inserting the words “or wooden or metal containers” after the word “bottle”? You are including the words “wooden and metal containers”. That is the effect of this so that they do not go out there and find that there are containers in Mombasa finding their way into this country because of this amendment. This is what these people are saying. Can you make it a little ordinary so that an ordinary Member of this Assembly is able to follow? This is the direction I want you to take."
