    "content": "Thank you, hon. Deputy Speaker. I rise to make a few comments on the Finance Bill, 2013. One of the key moves which we have really done on this is the reduction of the percentage which was actually required when you had a dispute with the Kenya Revenue Authority (KRA). That is a very good move. We know that in this country there are many investors who have been shying away because of that previous requirement. We always have disputes in taxation. The requirement that you pay 100 per cent and then you dispute figures has really brought a lot of problems to the investors, but the new requirement of paying 30 per cent will encourage investors. Two, the provision that once the case has been determined refund must be done within six months is a good move because we have had many cases where businesspeople have actually had to stay without refunds for a very long time.
