    "content": "Hon. Deputy Speaker, I want to thank hon. Members. After here, the House must own the Bill. I want to answer some of the questions. Hon. Prof. Nyikal wanted to know what effect additional metallic containers will have in the tax. I want to tell him that it will not have any negative impact. We are just enhancing the variety of materials available for packaging of alcohol, so that we can enable the practitioners to package it in a variety of materials. The other thing is that, it is the responsibility of every hon. Member to prepare himself for the Bills that are before the House. I have heard some hon. Members say that this was not done. It is the responsibility of every hon. Member to prepare for any Bill. That is why the Order Paper is placed in the website more than 12 hours before the sitting of the House. So, I want to request hon. Members that we support the Bill and, anything else we can consider it as a Committee. Thank you."
