    "content": "Mr. Temporary Deputy Speaker, Sir, I want to thank my colleague, hon. Kioni, for this well thought out Motion. This Motion is giving an opportunity to Kenyan children of all capabilities. I want to say that the amendment that has just been passed has actually made me change my position on this Motion. Initially, I was opposing the Motion because I still subscribe to the idea that at the end of Standard Eight, pupils should be examined to determine their attainment of whatever objectives they have been trained to acquire. Now that we have amended the Motion to allow all children to go through this process, we can now identify those who will continue, to go on and study for academic qualifications. Those who will have demonstrated other talents will have an opportunity to develop those talents to perfection and be able to use them to earn a living for themselves."
