    "content": "something that had been well-thought-out. It was something that was very informative for the county and for people to know what was happening. Madam Temporary Speaker, of course, as we have alluded to before, the issue of participation will be enhanced. This is because, really, at a click of a button, you are able to know the plans for specific counties, what the interjections points might be and where opportunities really exist within the counties. This is one thing that we have been trying to battle with all the time; talking about how people are going to really be able to participate fully. Not everybody can be there physically, but through ICT, it is going to be possible for people, even those who are in the diaspora, to really make a very meaningful contribution to what is happening to this country. Therefore, I think that there is real transformation; moving on from where we have been historically to the present and using the available technology. I think that we have a chance.
