"content": "An hon. Member said that we do not want to arm our civilians but already, they are armed. We have passed that stage. When you look at your television sets, you will see Turkanas, Samburus, Somalis armed and walking with their AK-47 guns alongside their cattle. Uganda has even armed their watchmen. You better have registered armed people than unregistered armed people because you will follow them and you know who has a gun and what gun number. Why did the civilians arm themselves? That is because they could not be secured. They have no faith in their police apparatus."
