    "content": "Hon. Deputy Speaker, I am on the same issue. I would like to refer hon. Kaluma to Article 247 of the Constitution, which gives Parliament the power to legislate. It states that:- “Parliament may enact legislation establishing other police services under the supervision of the National Police Service and the command of the Inspector-General of the Service”. This Motion is properly before the House, in my opinion."
