    "content": "Thank you, hon. Temporary Deputy Speaker, for giving me the opportunity. Before I contribute to the Motion, I would like to mention something about the way we are given chances to contribute to debate. I have been sitting here since 9.00 a.m. At some point, the House did not have a quorum and the Division Bell had to be rung for us to get a quorum. In order for us to be fair to all hon. Members, it is fair that we observe regional balancing in terms of allocation of speaking chances. We should also respect the fact that some people come here early, so that they can get chances to speak. If one thinks that a Motion is very important to him, it is important that he comes here early to log into the system, so that he can have a chance at the right time. It is very demoralising to sit here and watch other Members walk into the Chamber and, within an hour, they have been given the Floor at the expense of those of us who have been sitting here since 9.00 a.m. So, with all due respect, this is something that needs to be looked into.
