    "content": "Hon. Temporary Deputy Speaker, I am being interrupted by hon. Members who cannot distinguish between constitutionality and legality. That is the problem we have here. A Motion could be constitutional but illegal, under an Act of Parliament. I am saying that if you look at this Motion, you will see that it is constitutional but it is illegal to the extent that we are seeking to give facilities to police reservists."
