    "content": "This Motion is basically seeking to substitute the work of the police so that we have other hands that are helping the police to respond to issues of insecurity. We have the problem of small firearms that is finding its way into communities. Unless we use the community policing policy or the people who understand the terrain of the areas where this is a problem, we will not have it easy. Every time you call the police, they ask for fuel and money. That is why I have a problem sometimes dealing with the police. That is why we need to strengthen, train and recognize the other extra hands that are willing to help in terms of beefing up our security. That is why I support this Motion that seeks to recognize these people that are trying to restore security in our communities."
