    "content": "Mr. Speaker, Sir, the Teachers Service Commission has recently issued a circular locking out graduates who hold a diploma certificate in Education and who secured a Mean Grade of C plain in the Kenya Certificate of Secondary Education (KCSE) from recruitment as teachers. This action by the TSC is causing considerable distress and agony among holders of those diploma certificates and their families after spending considerable amounts of money and time to undertake the prescribed curriculum to qualify for award of the diploma certificates.
