    "content": " Mr. Deputy Speaker Sir, I had dealt with this Question last week and it was agreed that I do further consultations with the Ministry of Agriculture, the Nyayo Tea Zones corporations and the Provincial Administration and I can now confirm with regret that I have not been able to confirm whether or not the former employees referred to were paid 25 years ago since the records cannot be traced. So, we are not able to know whether they were paid or not paid. This is a matter that was being implemented by the Provincial Administration from 1986 to 1990. The parastatal was created in 1986 and that is a long time ago. So, we are not able to trace the documentation and we are not able to pay."
