    "content": "This makes education even more expensive for the parents, contrary to the initial intention of this programme to make education cheap or even free at the primary level. As we are speaking today, hon. Temporary Deputy Speaker, primary education is not free. It is not free because most of the times the children are on the highways running back home to go and bring some money for tests, evaluation, sports and all that. This makes this programme not to achieve the intended purpose for which it was created."
