Abdirahman has said, the first part of the Schedule Four says among the functions of the national Government is:- (2) the use of international waters and water resources. Therefore, the use of water resources is a national function. In the scheme of things in this Schedule, water resource is one of the functions where both the national Government and the county governments enjoy concurrent jurisdictions. So, there is nothing unconstitutional, but we wait for your direction."
