    "content": " Mr. Deputy Speaker, Sir, I beg to reply. (a) I am not aware that landlords in some settlements within Nairobi and Nakuru, like Kibera, Mathare, Huruma, Kaptembwa and Kwa Rhoda were evicted from their houses by tenants who have refused to pay rent for the last three years following the 2007/2008 Post-Election Violence. No such cases have been reported to my Ministry or the respective councils. (b) The houses in question are private properties and any dispute that arises is criminal in nature and can be only handled through Provincial Administration and security agencies. No such cases have been reported to my Ministry and no investigations have been carried out by my officers. (c) For these landlords to enjoy their constitutional rights to property and to have all the rent arrears paid to them, I suggest that the matter be referred to the Minister of State for Provincial Administration and Internal Security for investigations with a view to taking corrective action."
