The area that Dr. Khalwale spoke about is in Kibera, and he has implied that the Member of Parliament for that area, specifically, Kibera--- As far as I know, it is against the Standing Orders of this House to impute improper motive on a Member without moving a substantive Motion. Could hon. Dr. Khalwale table documents in this House to show that the area Member of Parliament is the one responsible for what he has just talked about, and substantiate?"
