    "content": "the Constitution, where somehow the Senate seems to have been subverted by people who did not want to have a strong Senate, the Senate in Article 188 has the final say on issues relating to boundaries between counties, and it is an extremely sensitive national security matter. So, the direction that I was seeking is in relation to the kind of Commission which is envisaged under Article 188. My reading of that article is that the Commission which is envisaged is not the IEBC, but a unique Commission on boundaries. If you could give that direction, it would help going forward, because sooner or later, this Senate will have to sit and resolve sensitive issues around boundaries in a final manner."
