    "content": "In addition, Mr. Temporary Speaker, Sir, the transitional treasuries were also supposed to set up bank accounts for the county governments – which I think quite a number of them have done so – and preparation of budgets during that transitional period. The budgets were done; the national Treasury prepared this and it was approved by the Tenth Parliament. So, the budget that was used for the period between March to June of this year was, in fact, prepared by the national Treasury, approved by the National Assembly and it is the same budget which provided for the initial resources that were given to the county governments. Mr. Temporary Speaker, Sir, what is important – and I just want to mention two other important areas with regard to this Act – in Section 22 of the Act, and it specifically provides as follows regarding the continuation of revenue raising measures:"
