    "content": "“On the commencement of this Act, any regulation or directions or instructions in force under the PFMA Act shall apply under this Act”. We have a situation where we have a transition team in place. A government is being set up. Once they settle, the transition team will get out. That is the concept. I want to give a good example of my county. They already have their economic advisor and heads of finance and treasury. All the Transition Authority (TA) officers have either been confirmed or returned to the Treasury. There is nobody in transition in that treasury. That is the way they work."
