    "content": "Thank you for that piece of information on how you got to know that county governments have not fully operationalised their county treasuries. I had not looked at the report by the TA. I do not know whether you got it when you were in Mombasa recently. I did not go to Mombasa because I thought that going there was a total waste of public funds - meetings upon meetings with the TA which do not seem to tell people anything new. So, I refused to go. That money could be used to buy shoes for children in Ikolomani who go to school without shoes. I refused to go in protest."
