    "content": "Thank you, hon. Deputy Speaker. We have really lamented about Chairs. I want this House to appreciate that a lot of information that the Chairs seek is not final, especially when you seek a Statement and it is delayed. You also need to give direction in terms of what should happen when the Chair seeks an answer from a Ministry, it is delayed and the Member puts the whole blame on the Chair. What should happen in such instances? I do not want to defend those who did not turn up in the House, but you also need to appreciate that the Chairs do not have the final word. We are only acting as go betweens. There is somebody else who signs the Statements. What should we do?"
