    "content": "Basically, this House is making the Government to wake up from its slumber and realize that it has a constitutional duty to undertake in so far as providing free compulsory quality basic education is concerned. We are aware that even in many instances, the money that we are saying is not enough, that is the Kshs1020 per kid per year, does not even reach the schools on time. We are also aware that there are times this money has been squandered by mandarins or civil servants at Jogoo House."
