    "content": "Another area we need to look into is that of interlinking the free primary education to secondary school education. As a colleague said, a pupil can do very well in primary education but if he does not have support for secondary school education, transiting to higher levels of education may not be possible. We are increasing the capitation from Kshs1,020 to Kshs3,060 but still this might not be enough. I would think of this as the beginning. We should be able to increase this amount progressively to a higher figure that can assist in improving the quality of primary education."
