    "content": "Mr. Deputy Speaker, Sir, as I have indicated, we came up with several roads agencies such as the Kenya Rural Roads Authority (KERRA) and the Kenya National Highways Authority (KeNHA). These roads agencies have qualified manpower to ensure that the contracts awarded for the purpose of maintenance of these roads are actually adhered to. Whenever such is not the case, we are able to execute the performance bonds that are given."
