    "content": "Thank you, Mr. Speaker, Sir. I want to agree with Sen. Abdirahman that it is not possible to close a border for that long. This allows some people to do business while others are suffering. Since the border was closed officially, we have had numerous attacks by terrorists. The most recent happened two weeks ago. With regard to security, how is the closure meant to ensure that no criminals or terrorists come into the country? What exactly is being done to ensure that criminals do not get in through the border to terrorise the people of Mandera and other parts of the country?"
