    "content": "Mr. Deputy Speaker, Sir, I want to thank the Senate Majority Leader for outlining the business of the week but, at the same time, wish to rise on Standing Order No. 123, which provides that once a Bill has been published, then after a period not exceeding 14 days, that Bill should come before the House for the First Reading. I, therefore, would like the Senate Majority Leader to explain why a Bill which was published on 25th July, 2013, concerning the seat of county governments has not been brought to the House for First Reading?
