Speaker, the Committee noted that the PSC has appointed Principal Secretaries as authorised officers in the ministries and equipped them with guidelines and regulations that ought to be followed in all matters of human resource management. It is worth noting that communication relating to the appointments, establishments and transfers to the PSC emanated from a Cabinet Secretary and not the authorised officer appointed by the Commission."
