    "content": "Hon. Deputy Speaker, this should also be seen as an enabling legislation of the Constitution. Already there are provisions in the Constitution, but would you measure progression of, say, Article 54(2) on the five per cent for persons with disabilities if you do not expressly provide that at least one of the 7 members appointed under this proposed amendment will be a person with disability. To assume that the Constitution shall be followed is to leave too much leeway to the appointing authority; because of the competition and interest that arises from such appointments some of these things fall through. I think it will be good to have such delineations---"
