If we were to build all these things--- If we gave, for example, one person, as he says, that is more than ten per cent already. It is good that as leaders of this country we have faith in people we have put to manage institutions that they will consider it at that time. But if you want to say that out of the seven people five per cent must be people with disability, really you cannot have half a person. I do not mean to offend, but that is the reality. We have to have faith in people who run institutions."
