    "content": "Hon. Chairlady, let me appeal to my good colleague, hon. Mwaura that what is, first and foremost, being considered is qualifications. Irrespective of whether one is disabled or not, what comes first are qualifications. It does not mean that if a disabled person has all the qualifications they should be left out. The first thing is qualifications and the others follow, as we move on. So, hon. Mwaura, I would really like to appeal to you. At the end of the day, these issues will come to this House. If the quotas that are assigned by the Constitution, including that for persons with disabilities, are not there, the matter will be addressed by the House."
