    "content": "Mr. Deputy Speaker, Sir, I would like to thank the Prime Minister for his Statement. He has done well on the issue of ethnicity. We have a report from the National Cohesion and Integration Commission (NCIC), which is one of Commissions that have been established under Agenda Four. It is public knowledge that in Ministries which are headed by persons from large ethnic communities in Kenya most of the vacancies in those Ministries are filled by members of those communities. Those include the Office of the Prime Minister and many other Ministries. What is he going to do about that problem as one of the Principals and the Prime Minister of this country? These are facts contained in a report tabled by the NCIC, and I want to know how we are going to deal with this problem as a nation."
