    "content": "Thank you, hon. Chairlady. I am just concerned about the provision for national identity cards. That is a little bit restrictive for certain categories of people. For instance, if you are a foreigner and you are working here in the country, maybe you have a permit and a local number; obviously, you will not have a national identity card. Is it possible then to include a passport to add to this list because a national identity card is only for citizens?
