    "content": "Hon. Speaker, Sir, I thank you for giving me the chance. I want to thank our Committee for working on this Bill and the Leader of the Majority Party. The highlight of this Bill is that we are now attempting to look at particularly the quality of service. In the past, we have had a blanket fine of Kshs500,000 which was pocket change to most of the network corporates. Personally, I would have liked that the penalty be kept at one per cent, but after being convinced, I think the 0.2 per cent provision is good enough. This is a good Bill, and it is going to improve telecommunications in the country. I support the Bill."
