    "content": "Mr. Speaker, Sir, while I appreciate the ruling that you have made, initially these names were brought to the Floor of this House and, as Senators, we had proposed two Members who were going to represent us in the Pan African Parliament. It is not good for a name of a Senator to be replaced by that of a Member of the Lower House. That is why it is important for us, as Senators, to discuss and maybe give a different view, even if we think that we needed a better person than the one who was proposed. The Senators must speak out and we need a better representation. Therefore, we must have two Senators representing us in the Pan African Parliament. Mr. Speaker, Sir, I oppose."
