    "content": "Thank you, Mr. Speaker, Sir. I welcome your ruling to the extent that it will allow consultations and discussions in this matter and hopefully, in that process, we will reach some understanding. But, Mr. Speaker, Sir, the issue before us raises very fundamental questions; the Constitution of Kenya recognizes the institution of Parliament made up of two Houses; the Senate and the National Assembly. The issue which this Motion raises is one relating to the relationship between the Senate and the National Assembly. I feel that the decision by the National Assembly just simply to ignore, delete or make changes to proposals which have been made by the Senate after consideration is not right. I hope that we can use this opportunity to cultivate a better relationship between the two Houses. Thank you, Mr. Speaker, Sir."
