    "content": "the National Lands Commission is, vis-à-vis the role of the Cabinet Secretary and who is supposed to sign the title deeds, this was very clear in the answer that I gave and I said clearly that the Cabinet Secretary’s role is to provide policy guidelines to the National Lands Commission on renewal of leases in compliance with the guidelines set by the Cabinet Secretary. I think that also answers the issue that was raised by Sen. Murkomen."
