    "content": "Mr. Speaker, Sir, I have a supplementary question. As we know, Elgeyo- Marakwet was ranked recently by a report to be the second best county in terms of forest cover. The other day, the Governor of Elgeyo-Marakwet banned logging or harvesting of trees. I want to know from the Chair now or after further interrogation, who has the powers to determine allocation of harvesting or grown trees, maybe, planted by the Kenya Forestry Service (KFS). Does the governor have that power? If he has that power, what is the policy framework? I think that it is important that we know the interface between the national and county governments in that matter, because if the same powers are with the Governor of Makueni, then he did not need to wait for an answer from the Cabinet Secretary. He would have exercised the same powers that the Governor of Elgeyo-Marakwet exercised and just ban the logging without going through the Cabinet Secretary. So, that policy framework needs to be clarified in terms of who has the responsibility and powers."
