"content": " When we have two Members of the same Committee feeling more frustrated than the Chairman, I will ask the Chairman to sympathize with them. I think the sympathies of the Speaker can only go to the Chairman. I will direct as follows: First, I want to agree with what the other Members have suggested and particularly Sen. Kagwe. These are proposals and this is a big issue, so as Sen. Karaba expressed, there are kidnappings in Kirinyaga and Murang’a as Sen. Kembi-Gitura expressed. Instead of allowing the Chairman of the Committee to come and basically give his views which I think will not help this House, because our business is not to engage in futile talk, the Chairman and the rest of the Committee Members who should not feel as frustrated as they are because they are the Committee, all the issues they have canvassed, they should summon the Cabinet Secretary and canvass those issues with him and then come and report back to the House. I think, in my view, that might be a more productive and informed process rather than allowing your own Chairman to come and give his own opinion."
