We are hoping that in future, the Government should see to it that the best class projects are taken to the kindergartens and not to Standard Seven and Eight in the public primary schools. Mr. Deputy Speaker, Sir, we also need to prepare for the pre-primary pupils to take off in what we call the laptop project. It is envisaged that it will be started next year. If they are not prepared, what will happen when they get to Class One? So, the introduction of the laptop project should start at this level so that by the time they get to Class One next year, they will have known what laptops are. So, there is a lot of neglect, particularly at the pre-primary level. We are hoping that the Committee will look into that. This Committee will make sure in four year’s time, we shall have visited most of the schools in Kenya to evaluate and appraise the problems being faced by our people. Without considering the environment in which these young boys and girls are going to live in, then it means that the children will be discouraged to get to those schools and they will hate learning. This is the problem we have. If these boys and girls are given attention, for example, tea at 10.00 a.m., and have a good field where they can play, they will grow to love school. But if they are left to fate until they grow up, and then they join Class One and are given laptops, then we will have wasted young human beings. The purpose of this Report is to expose those problems so that the devolved function can be taken care of by the counties. It is encouraging to note that most of them understand these problems. The Committee, besides visiting the five counties in western Kenya, it has also moved to the coast region and visited Lamu, Tana River, Kilifi, Mombasa and Kwale. On Friday this week, the same Committee will visit Kiambu, Murang’a, Isiolo, Meru and Embu. So, this tells you that the Committee on Education, Science and Technology is out to bring education closer to the people. They also try to motivate the young scholars so that they can love education. That is all about devolution. Without having devolution take its root and the committees to undertake the serious work they are supposed to take, particularly trying to get closer to the young learners, then we are at a loss when we talk about education. So, if we want to succeed in the education sector, we need to invest more in the education of our young children. That is the only way we can take off in education. You will realize that those counties which have taken care of pre-primary education will have an easy take off in Class One. I support."
