"content": "It is at this early stage that you need to train these young boys and girls on how to use the toilet. It is at this early stage that we also train these young boys and girls on good eating habits. It is at this stage when we even teach them how to blow their noses, how to write and even sit properly. But if they are not properly instructed, they then go to the society. The society will be seen as if it is rotten. This is, therefore, what the Motion is calling for. Mr. Deputy Speaker, Sir, the Motion is calling for action to be taken by the national Government to make sure that proper attention is given to the pre-primary section of schools so that those who run those schools at the pre-primary levels have sound information and knowledge. They are psychologically set and prepared to outsmart young children so that as they grow, they grow as future smart boys and girls. Mr. Deputy Speaker, Sir, we took pictures of some classrooms that we spotted in the countryside. We found a classroom in a public pre-primary or nursery school which had no desk, chair, blackboard and the teacher sits on the floor. I will not mention where we saw that, but it was somewhere in the coast region. All of them sit on the floor. That is enough for them. They inhale dust and when the cold weather sets in, it is up to them to feel the cold because the classrooms have no windows, the classrooms are neglected. The floors are not plastered. They have nothing. This is what we this Motion seeks to solve. If the national Government can pay more attention to this level of education called the ECD or the pre-primary sector, we will establish a good foundation for our children. From there, we will tailor-make children as they join to Class One and Two. They will be smart. They will be seen to know what they are doing when they get to primary school. Mr. Deputy Speaker, Sir, it is so sad that if you went to some of the places that we have been to, those of us with soft hearts, will just cry to see the misery that some of these children are subjected to. They are subjected to misery to the extent that they wake up very early in the morning. They have nobody to accompany them considering all the insecurity in our counties. They get to school at 6.00 a.m. or even 7.00 a.m. They would not have taken breakfast by the time they go to school. They will not even take the 10.00 a.m. tea nor will they take lunch. How do we expect these children to love education? There is no way that will happen. These children will hate education. They will run way from schools and they will not even think about education any more. We need to create classrooms which are friendly so that our children can like them. The other thing we noted is that we should employ well trained teachers from recognized colleges, not from the mushrooming ECD colleges which are all over. We also need to regulate those ECD colleges so that we have the set standards of who should train these children. We should set out how much money these people should get as salaries. We must come up with their salary structure. What is their scheme of service? We need to think about these people as employees of our famous Government. They should not feel like they are like waste papers. These are very useful people. It is my sincere belief that even if this is a devolved function, as it has always been anyway, the Government must really assist them.
