    "content": "We have now finished six years since the inception of the Vision 2030 which states that by that time, we should be a middle income generating country where we should be able to have added value in most of our products. How do we do it if we do not build the human resource properly? The foundation of all human resource is the pre- primary education. Mr. Deputy Speaker, Sir, this Motion urges the national Government to take measures to assist the county governments to develop capacity in training. In other words, we are saying that there is no harm coming up with a syllabus which is standard for the whole nation in all the ECD schools, so that what is taught in Kisii County is the same as what is taught in West Pokot County and any other county, for that matter. I know that we have vernacular taught in our schools, but there should be special time for vernacular to be taught. This is the time we should anchor Kiswahili and English which are our national languages. It should also become like law so that the county Government has no choice, but implement. We should also be able to tell how much salary is set aside for every pre-primary education teacher. Right now, some are being paid Kshs1,000 per month depending on where you are, while others are being paid Kshs500 per month while others have never been paid. They are just waiting for a well wisher to come to their aid. Some of us during our campaigns were asked to pay for the ECD teachers who had never been paid. So, they just use the goodwill from the people. We need to standardize these salaries. We also need to have standard classrooms. I know most of us here take their children to nursery schools that are private yet the majority of the people that we are representing in this House cannot afford to do that. If you compare the performance of children who have gone through nursery schools with those who have not gone through them, they are very different. In fact, they are two different people altogether. Sometimes they come at par in secondary school, but if we can begin right, we shall be able to achieve our vision and goals that we have set aside. Mr. Deputy Speaker, Sir, through the national Government, we can also state what type of personnel should be on the ground. We should have the county TSC unit functioning and all the departments must be there in every county. The County Director of Education must have all the departments that are found here in Nairobi in the county so that when we are talking about standards and recruitment, we have the people with that capacity. We should also state who must be a County Education Officer. Some Governors have put their friends in those positions without the right skills. We should be able to state what skills they are supposed to have so that we standardize the whole education system right from Nairobi. The Ministry of Education head office should be able to have their Curriculum Vitaes for the sake of making sure that quality education is taken to our people. We cannot to leave this to the mercy of anybody who has been elected a leader in the county. The national Government should decree this. Unfortunately, when we called the Cabinet Secretary and the Principal Secretary in the Ministry, they told us that there is no formal document that has ever been written to manage pre-primary education.
